Map Cycle Rotation Fixed

I found out what was causing the Map Cycle Rotation problem. I was using a program called "FireDaemon" which creates a Windows "Service". This program does not like BF1942, so I created a service using "srvany.exe", a windows program that is very similar. I also incresed the player size back to 26 players, so lets see how it works tonight. It should work well.
