To access the console by just pressing the tilde key instead of control-tilde, right click on your ETQW shortcut (create one if you don't have one), then in the target field, add +set com_allowconsole 1 at the end.

 

Example:

 

"C:\Program Files\id Software\Enemy Territory - QUAKE Wars\etqw.exe" +set com_allowconsole 1
