I have to use a nocd crack with my laptop because for some reason it only likes to work on my desktop

 

Ever since I installed the newest patch my ingame fps is now stuck at 15.0, I have a 6800 Ultra and I used to get 70-90fps before this patch

I even reinstalled the game to see if that would work but it didn't
