I see people rolling and shooting like a sideways dive. My noob azz hasnt been able to make that happen

They don't do anything to roll, they don't even know they are rolling because it's just animation.

Well that makes me feel stupid for trying to figure it out

Like cleatus said all it is is animation as soon as u go prone.

I used to wonder the same thing...but after a while I just assumed

Yep, if you side strafe and go prone you will roll, but you don't know you are doing it.
