PCGamer published a story on how much Star Citizen is costing to make. They've already burned through $200 million and the game isn't complete yet. Looks like the majority of funding is going to salaries.

The game is simply amazing, and after playing it for a few months, I can see where the money has gone. The game being created is at a scale like no other, and it has achieved something many space/science fiction fans have only dreamed of. As far as funding goes, they let you see the number here:
