thats either a small radiator, oil cooler, or an AC condensor! probably 1 of the first 2 for i never seen a condenser made of copper.
It is a heater core for a water cooling set up.Now get a plastic shoe box from Ollies/Biglots/Dollar General and mount it on top and put fans underneith. Instant Radiator fan unit.Mac

The heat transfer rate of a heater core is not as good as a true radiator meant for water cooling so they should be a little bigger than a normal unit that would fit inside your case.Now if you are going to cool a videocard, CPU, and your chipset. A heater core would be the best and least expensive way to go. They cost around $25 at your autoparts store. If you get a el-cheapo model (Chevy Chevette).
