no, it's much more like: if you can gain a lot by acting like that why wouldn't you do it? If a big part of the games end with a 1-0 result any dangerous situation (penalty or free kick near penalty area) is a best way to score the only goal in a match. That's why they are flopping or diving. If you're good at it your opponent would have to leave a game and you got one man advantage to drive a game carefully to the end. That's why they're rolling on a ground 'in agony'. A couple of fouls of a single player when the fouled guys 'can't' move is a quick way to leave a field.

 

To be precise: I know that kicking someone in a leg can be painful but it's not so painful that you need medical assistance every single time. I think that 'american way' of dealing with issues like that: a round or two of mano-a-mano fight is the best. I am not sure if it's better to apply a baseball rule (benches are cleared when a fight broke out) or basketball rule (you can't enter a field if you're not playing).
