July 14, 200322 yr It matters wat situation one is in.Say you were the germans in WWII, and you had the upper hand with supeireur forces.This would be the ideal time to bring the "The only defense, is attack" plan into effect. If the germans didn't the allies would have picked them off.If you were the Mongolians, after their re-conquering of Mongolia, this would not have been the ideal plan to utilise due to that fact that their enemy's were spread out in every direction, and attempting to spread out and attack would have ended with failure due to the fact that they had they're enemys on all sides, thus attacking in one direction would bring the enemies from the other directions down onto your weak point...
