I just bought Dead Space 2 for $0.00

Yea I used this and got BF2, BF2142, ME2, Burnout Paradise, and Need for Speed Shift all for free.
Mass Effect 3. I guess I'm not the only person having this problem. There are a couple posts on their forums, including my own.

And it can't be a newer game. I tried buying Batman Arkham City and it was $19.99 and it wouldn't let me.

YupYup

You can actually go to the Origin website itself, LOGGED OUT, add an item to cart, click to purchase, apply promo code, log in, confirm order, and get the $20 off. I got 2 free games doing it that way.

Mass effect 3 does fall under the restrictions.

"GOOD ONLY FOR NEW PURCHASES OF $19.99 OR MORE FROM THE ORIGIN STORE AND THE ORIGIN CLIENT SOFTWARE. EXCLUDES STAR WARS® THE OLD REPUBLIC™, PRE-ORDERS, GAMES RELEASED WITHIN 30 DAYS OF PURCHASE"
