The only thing about tracking a vehicle is that do you know who was behind the wheel, just because some one was driving does not mean he is the owner of the vehicle. It could be a stolen vehicle that has not been reported yet. Also what if the device falls off and most cities do not have air support. As a former mechanic ( of 8yrs. ) I know you can disable a vehicle safely and still have control. Now given you want have power breaks or power steering but you will still have breaks and steering. No Officer likes to put anyone at risk especially themselves, so don't think I just like chasing people because I have called off a few chases due to danger. "Is letting a car coast to a stop any safer than the precision immobilization technique?" --- Yes it is controlled for the most part. "Does the EMP effect other vehicles nearby?" --- I believe a EMP charge would could be localized to what ever I touches instead a burst that affects things around it. "Is having a vehicle stopped in the middle of the road safe at all?" --- YES remember a patrol car or two will be right behind it to keep other vehicles alerted to the danger.
